Assistant Manager Digital Construction, Grade 7 FET College of the Future (Ref 603) SOLAS, the Further Education and Training Authority of Ireland, was established on 27 October 2013 and its mission is to fund, co-ordinate and monitor a range of Further Education and Training (FET) provisions that is responsive to the needs of learners and employers. It is an agency of the recently formed Department of Further and Higher Education, Research, Innovation and Science. The successful applicant will assist in the technical management of a range of construction and property portfolio work across areas of Climate Action, Sustainability, Procurement, and Digitalisation within the FET Colleges Transformation unit. Working closely with the unit Director and Managers, as well as all unit staff, this person will assist in the technical management of activities in respect of specifying, planning, developing, delivering, and monitoring capital programmes and projects against annual and multi-annual budgets. The role will focus on strategic and technical appraisal of repair, new build, renovation, expansion, retrofit, and expansion projects from application, through development, to delivery. All work within the unit is carried out in full compliance with the BIM-mandate and the requirements of the IG and CWMF stages, and with reference to the Department of Education and Youths Design Team Procedures, where appropriate. The development of FET sector-specific guidance, as required, is also a key activity across the team and for this role, in particular. A key aspect of this role over the next 5 years will be supporting the implementation of digital construction processes in alignment with the national BIM mandate for the FET sector, including both within SOLAS and across the 16 Education and Training Boards. BIM as Better Information Management is the critical requirement for this role, with SOLASs requirements aligning most closely with role of Client Information Manager. Building Information Modelling focused on clash detection and 3D modelling does not fall within this remit. Therefore, a proven track record in developing and implementing BIM processes, and in coordinating BIM on behalf of clients or client representatives within multidisciplinary team environments will be important.A willingness to upskill in alignment with policy and regulatory requirements is important. A strong commitment to sustainability and climate action in the built environment is essential to all unit activities and will be an essential trait of this role holder. The role-holder will assist the unit managers and will lead-out on a range of activities that require liaison with relevant stakeholders in SOLAS, the Education and Training Boards, DFHERIS, other agencies, and across the FET sector in respect of the FET estates critical function as a key enabler of achievement of the FET strategys goals of delivering for Irelands economy and society. Key Tasks/Responsibilities Support the implementation of the national BIM mandate both within SOLAS and across the FET sectors construction project portfolio through: the development and embedding of digital construction standards, protocols, workflows, and strategies within the system; recommendation of software, hardware, and as a Service models required to enable system transformation to full digital capability, including in respect of integration with a variety of enterprise-level systems for financial control, energy monitoring, and asset management; and management of risk, quality assurance, and future needs. Assist in the development and implementation of standardised FET OIR, AIR, and PIR and other BIM templates and guidance, as required, for the FET estate, with a focus on adaptation and reuse of available materials, particularly from the Build Digital Project, other public sector bodies, and professional/representative bodies. Execute the technical requirements of SOLAS role within the Infrastructure Guidelines and Capital WorksManagementFrameworkasApprovingAuthority/SanctioningAuthorityorasrecommenderto DFHERIS as Approving Authority/Sanctioning Authority. Assistwith the technical management of authorisation of funding for Infrastructure Guidelines and Capital Works Management Framework stages of projects from conception to hand-over, and post-occupancy evaluation. Assist with the technical management of digital construction for the FET sector by technically reviewing and overseeing ETB- or FET provider-contracted construction projects (repair, new build, renovation, retrofit, fit-out, and extension) through strategic planning, funding application, technical designanddevelopment,delivery,andhandover,throughaClimateActionlensandincompliancewith all regulatory and policy requirements. Assistinmanagingengagement aroundspecification,review,andappraisalofworkexecutedwithin IG and CWMF stages with Design Teams and Contractors employed by ETBs as well as Technical Consultants employed by ETBs or by SOLAS directly. Assist with continuous improvement of processes associated with the funding of the FET property portfolio (Lean), including through supporting implementation of enterprise-level systems including BIM (Better/Building Information Management/Modelling) and GIS (Geographic Information Systems). Assistin the technical development and utilisation of procurement, frameworks, and tendering processes, including through full utilisation of Public Sector Green Procurement. Engage effectively with key stakeholders withinand outside SOLAS, particularly in DFHERIS as parent department (Approving Authority/Sanctioning Authority), Education and Training Boards (Sponsoring Agents), and representative groups and bodies such as Education and Training Boards Ireland, SEAI, Energy Bureaus, and other Government Departments and Agencies. Make efficient and effective use of all resources in planning, organising, executing, and monitoring the units activities. Working across the FET Colleges Transformation unit, support the Director and management team in development and delivery of annual business plans and in effective utilisation of allocated capital budgets, consistent with the overall FET strategy, the SOLAS Corporate and Annual Business Plan, and other relevant national policies. Requirements Essential: Construction, engineering, built environment, property, or sustainability qualification that meets oneof the following requirements: NFQ level 9 postgraduate certificate, postgraduate diploma, or Masters qualification in one of the above-listed areas with a technical, science, or technology-focused undergraduate qualification;or NFQ level 8 qualification in one of the above-listed areas;or NFQ level 7 qualification in one of the above-listed areas with demonstrable experience equivalent to either a level 8 or level 9 award. Minimum 5 years of experience of working in team lead, professional, or technical roles within construction, engineering, built environment, property, or sustainability. Equivalent experience in related teaching, research, or funding roles will also be considered. Minimum 2 years of working in a BIM-compliant context or equivalent experience in respect of alignment of practice with the national BIM mandate. A demonstrable record of and commitment to relevant, current Continuing Professional Development. Demonstratedexperience of engagingproductivelyin a team with internaland external stakeholders, individually and collectively, in operational and project settings. Desirable: A BIM-related qualification of at least 15 ECTS (Special Purpose Award or above) on the National Framework of Qualifications at Level 6 or above. Comparable recognition of experiential prior learning will also be considered. This is a Permanent position for which the salary scale ranges from€73,700 to€93,266per annum (inclusive of two long service increments) for a 35-hour week.
