    About the Role The Facilities Department is responsible for the provision of a range of services, including: The safe and comfortable occupation (by NTA staff and other accommodated personnel) of the NTAs office location in Haymarket House; Planning of office accommodation supply to meet the current and future needs of the NTA; and Work activities carried out in or by persons based in the NTAs office location. Duties and Responsibilities Assist in the work and administration of the facilities division.   • Role Purpose The NTA is seeking an experienced and highly professional Executive Assistant to provide comprehensive, high-level, confidential and strategic administrative support to the Chief Executive. The role is central to the effective operation of the Chief Executives office and requires exceptional organisation, communication, discretion, and proactivity alongside sound judgement, resilience and the ability to manage complex, competing priorities. The Chief Executive is based on site in the NTA offices and would like the post-holder to be office based a minimum of three days per week.   • Transport Technology Directorate The NTAs Transport Technology Directorate is responsible for setting strategic direction, and leading the development and delivery, of best-in-class technology solutions for all public transport services under the NTAs remit within the State. Transport Technology is responsible for the operational management of technology solutions across three principal areas: ticketing and fares collection, vehicle location and management, and passenger (travel) information services. The Transport Technology team ensures that the supplied systems are delivered, operated and maintained within agreed service levels. A key objective of the division is to significantly improve integration supported systems on all modes of transport. To do this we work collaboratively with internal teams, suppliers, and transport operators to ensure that the NTAs technology vision and strategy are fit for purpose, efficient, integrated, up-to-date, and that they represent value for money. Our key driver in all technology deployment and service delivery is to provide the most reliable and accessible customer experience to all public transport users. Duties and Responsibilities The principal duties of the Transport Technology Service Delivery Lead include, but are not limited to, Monitoring Transport Technology service desk tickets, to triage and resolve issues and requests in line with service level agreements (SLAs); Coordinating the Service Desk team to facilitate a high-performance service delivery function, developing clear and realistic objectives and addressing performance issues as they arise; Carry out daily checks and produce daily/weekly/monthly system and performance reports; Support onboarding of new services into Service Delivery; Pro-actively monitor and reactively interact with Transport Technology systems to carry out triage and effect satisfactory resolution of Service Request, Incident, Problem and Change tickets; Work closely with the other NTA teams and subject matter experts (SMEs) on ticket resolution, task delivery, and procedure development and updates; Manage the resolution of customer relations cases through engagement with NTAs consolidated contact centre, while practicing and promoting a strong focus on delivering high-quality customer service to internal and external customers; Proactively identify areas for improvement, develop and implement practical solutions documents and knowledgebase (KB) articles; Updating Transport Technology Service Delivery standard operating procedures (SOPs), knowledge base articles and frequently asked questions (FAQs); Support Transport Technology Operations Management in the standardisation of processes through use and expansion of enterprise tools for ticket management, risk management, asset management, user access management, etc; and Support Operations Management in the implementation and achievement of all compliance and audit requirements, while developing and maintaining strong relationships with key internal and external stakeholders.   • Duties and Responsibilities The National Transport Authority licenses public bus passenger services throughout the State. These licensed services are often called "commercial" bus services because they are operated without any public subsidy from the NTA. Many of the services, however, receive Free Travel payments from the Department of Social Protection in compensation for the revenue foregone from carrying those entitled to Free Travel. Licensed services include regular scheduled services, event or venue specific services, temporary services, demand responsive services and specific targeted services (such as tours, social club events, etc.). In 2023 there were 155 operators with licences to provide bus services within the State. The NTA also issues authorisations for international services. There is a large variability in the scale and type of services provided by operators. They include large scale inter-city and interurban services that provide connections to and from the country's main towns, cities and airports; commuter services that bring passengers to employment and education; urban and suburban services; as well as rural services that generally link small towns, villages and rural areas. Each service is individually licensed. The regulatory model requires that demand is assessed and services are licensed to ensure optimal public transport options for the public while maintaining competition for the market. The interaction between licensed services and state subsidised services is a complex one. While the optimisation of the commercial sector is vital, the impacts on the wide range of subsidised services also need to be evaluated. All tasks listed below should be performed to the standards set out in the agreed section processes. The principal duties and responsibilities of the Bus Licencing Executive Officer role include the following: Research and analyse complex information to make decisions on applications for Public Bus Passenger Service Licences and international bus/coach services, within stipulated timelines and in accordance with the provisions of the Public Transport Regulation Act, 2009 and the NTA's Guidelines for the Licensing of Public Bus Passenger Services; Issuing licensing documentation such as conditional offers of grant, licences and notices for issuing to applicants; Manage high volumes of data input and validation; Maintain up to date and easily accessible records e.g., utilising the Public Transport Online Portal, and current databases; Maintain various data sources so that they are up-to-date and therefore act as an effective research tool for bus licensing and the wider NTA; Prepare material for overview reports and the website; Prepare research and documentation to be used in public consultations; Process post applications for the Division in line with procedures, when needed; Accurately assess the validity of all applications for new or amended Public Bus Passenger Service Licences, when needed; Process incoming communications as required and correspond on behalf of the Public Transport Regulation Division, when needed; Prepare letters including mail merge and responses based on defined templates; Provide administrative support for the Director of Public Transport Services and other managers within Public Transport Services Directorate, as needed; Work as part of a team to deliver high quality services; Attendance in Court when required; Other duties as assigned; and Assist in other NTA projects and initiatives as required.
