Overview The Medical Council is seeking to recruit a Legal Executive (Executive Officer Grade) to join our Complaints and Investigations, Fitness to Practice Directorate in the High Risk team (Section 60). We are seeking a highly organised and experienced Legal Administrator to support the management of serious matters under Section 60 of the Medical Practitioners Act 2007. Section 60 of the Medical Practitioners Act 2007 gives the Council the power to apply to the High Court for an order to suspend a registered medical practitioner immediately if it is considered necessary to protect the public or otherwise in the public interest. This section of the Act is typically invoked in cases where serious allegations have been made against a doctor, and where waiting for the full Fitness to Practise process to conclude could pose a risk to patient safety or public confidence. This role involves working on sensitive and complex case files, ensuring that all documentation, briefs, and correspondence are prepared accurately, efficiently, and in line with statutory and procedural requirements. The ideal candidate will have experience in legal or regulatory administration, demonstrate sound judgement, and uphold the highest standards of confidentiality and professionalism. The work of an Executive is both challenging and rewarding, they work on the frontline of issues arising in the health system and operate to protect the public on a daily basis.
Key Responsibilities Assisting and supporting the section 60/High risk cases team on all section 60 cases.
Case File Management: Maintain and organise sensitive case files relating to Section 60 applications and related Fitness to Practise matters; Ensure all documents are complete, correctly formatted, and securely stored.
Prepare comprehensive briefs and bundles for external counsel, and section 60 committee/Council meetings.
Collate statements, exhibits, and procedural documents in accordance with statutory timelines.
Draft and proof formal correspondence to medical practitioners, legal representatives, complainants, and other stakeholders.
Ensure tone, format, and content comply with organisational standards and legal requirements.
Communicating with key stakeholders including parties to the complaint, legal advisors and committee members.
Interviewing witnesses for the purpose of a written statement.
Drafting minutes and drafting of legal letters some of which are complex in nature.
Ensure Monitoring case files are kept fully up to date with all evidence collected and correspondence stored securely.
Drive the effective management of all activities within remit, with a rigorous focus on efficiency, effectiveness and delivering on stakeholder requirements and expectations.
Build and maintain effective relationships with key relevant external stakeholders and professional bodies as appropriate, to continuously develop knowledge and learning.
Take ownership for the delivery of assigned elements of the business plan, maintaining momentum and prioritisation.
Support the implementation of the Medical Council's organisational change plan, through proactive contributions and delivering on expectations for area of responsibility.
Provide administrative and operations support to the relevant Committees of the Medical Council.
Providing statistics and maintaining data storage for reporting purposes.
Maintaining relevant database and ICT systems.
Undertaking any other duties and responsibilities as may be assigned by the Medical Council from time to time.
Working on own initiative in managing a challenging workload, preparing documentation for section 60 meetings, drafting reports and plans, directions and taking minutes of meetings where required.
Essential Criteria At least 2 years' experience with investigation/case management experience in a similar role, ideally in a professional body, regulatory environment, or legal firm.
A third level qualification.
Desirable Criteria A legal qualification would be a distinct advantage but not a requirement.
A good knowledge of the Medical Practitioners Act 2007, as amended, in addition to the Medical Council's remit and functions and the Regulated Professions (Health and Social Care) (Amendment) Act 2020.
Essential Characteristics Ability to manage a busy workload and analyse issues critically in order to operate efficiently.
Excellent communication skills, oral and written in particular strong presentation skills are required for the role.
Ability to organise his/her own time effectively, prioritise workload and set realistic timelines for delivery.
Confidence to communicate and manage a wide variety of stakeholders both internally and externally.
Ability to adopt an empathetic approach in dealings with stakeholders.
Excellent attention to detail and ability to perform well working under pressure.
Ability to work effectively as part of a team.
Details of this Appointment Position Type: This appointment will be offered on a full-time permanent basis. A 6-Month probationary period applies to this appointment.
Salary: Starting salary will be at €37,919 which is the first point of the Executive Officer PayScale.
If you are currently a serving civil or public servant, your entry point to the PayScale may be higher based on your current salary.
There will be salary increments each year in line with the Administrative Officer Grade PayScale and subject to satisfactory performance, until the maximum point on the scale has been reached. The rate of remuneration will not be subject to negotiation and may be adjusted from time to time in line with Government pay policy.

Annual Leave: 23 working days plus public holidays
Hours: 35 hours per week, Mon-Fri.
Location: The Medical Council's offices are located at Kingram House, Kingram Place, Dublin 2. We operate a hybrid working model with both remote working and a current requirement for on-site attendance two day per week.
Pension: The Medical Council offers a pension through the Public Sector Scheme. Contributions to the scheme will commence on joining the organisation. Candidates currently working in the Public or Civil Service may transfer their pension.
