Role Purpose:
The Executive Director, Registration Operations is accountable for the leadership, operational delivery, integrity and continuous improvement of the Medical Council’s registration functions, ensuring doctors are registered, maintained and removed from the Medical Register in accordance with statutory requirements.
In addition, the role ensures that registration processes are efficient, accurate, robust and customer‑focused, compliant with legislation, and provide public protection while enabling doctors to practise.
As a member of the Executive Leadership Team (ELT), the role contributes to organisational leadership and the development of a values‑based culture focused on service excellence and accountability.

Initial registration, renewal and restoration of registration
Maintenance, accuracy and publication of the Medical Register
Assessment of applications, eligibility and compliance requirements
Management of registration‑related data, records and systems
Customer service and guidance relating to registration matters
Key Accountabilities:
Executive Leadership
Participate as a member of the Medical Council Executive Leadership Team (ELT), contributing to organisational strategy, business planning and change initiatives.
Act as a role‑model for the Medical Council’s values, supporting a culture of accountability, quality and service excellence.
Registration Operations
Provide strategic and operational leadership for all registration activities, ensuring timely, accurate and consistent processing of applications, renewals and changes to registration status.
Ensure the integrity, accuracy and accessibility of the Medical Register in line with statutory and regulatory requirements.
Continuously review ongoing registration processes, introducing procedural and technical improvements that improve the registration process and keep it proportionate, robust and patient‑safe.
Oversee assessment processes to ensure eligibility and compliance requirements are applied consistently, fairly and transparently.
Lead the delivery of high‑volume, time‑critical registration cycles, including annual renewal.
Drive continuous improvement in registration systems, processes and customer experience.
Governance, Compliance & Risk
Deliver all registration activities in compliance with relevant legislation, governance frameworks and internal controls.
Drive continuous policy and procedural improvements to support effective decision making at staff level.
Maintain effective audit trails, data quality standards and reporting arrangements.
Identify, manage and escalat operational risks relating to registration activity as appropriate.
Stakeholder Engagement
Engage constructively with doctors, employers, the Department of Health and other stakeholders on registration‑related matters.
Work collaboratively with other Directorates to ensure effective hand‑offs and alignment across regulatory processes.
People, Performance & Resources
Lead and develop a high‑performing Registration Operations Directorate.
Ensure effective workforce planning, performance management and capability development.
Promote and develop a culture that encourages suggestions of process improvements and actions that mitigate risks which may impact patient safety.
Manage Directorate budgets and ensure value for money.
Promote continuous improvement and data‑informed decision‑making.
Role Requirements:
Experienced senior leader with strong operational management experience in a regulated or public sector environment.
Demonstrated experience leading high‑volume, customer‑facing services.
Demonstrated experience in process mapping and improvement, digital transformation initiatives.
Strong understanding of governance, compliance and risk management.
Strong analytical capacity to understand process flows, root cause analysis and identify bottlenecks, inefficiencies or errors.
Proven people‑leadership capability.
Excellent communication, planning and problem‑solving skills.
Strong ICT skills with experience in the delivery of online application processing systems.
Details of this Appointment:
Position Type: Full‑time permanent (6‑month probationary period applies).
Salary: Starting salary €107,081, progressing through the Principal Officer PayScale. Salary increments each year are in line with the PayScale and satisfactory performance until the maximum point on the scale is reached. Remuneration is not subject to negotiation but may be adjusted in line with Government pay policy.
PayScale Levels: €107,081 – €132,450 (various Levels).
Annual Leave: 30 working days plus public holidays.
Hours: 35 hours per week, Monday‑Friday.
Location: Kingram House, Kingram Place, Dublin 2. The role operates a hybrid working model with remote work and on‑site attendance two days per week.
Pension: Public Sector Scheme; contributions commence on joining. Candidates in the Public or Civil Service may transfer their pension.
