    About the role and the team We are looking for a Risk Analyst to join our team and help drive data-informed decisions across the Risk ecosystem, including buyer and seller risk, fraud prevention, payments, and shipping-related risks. In this role, you will go beyond traditional analytics – you will own complex problems end-to-end, from identifying risk gaps to designing, implementing, and validating scalable solutions. You will work with large and complex datasets to uncover patterns, detect emerging risks, and translate insights into actionable strategies that protect the platform while supporting business growth and customer experience. You will collaborate primarily with Risk Policy teams and Data Scientists, as well as multi‑functional partners, to develop and optimize risk strategies. You will regularly present insights, recommendations, and trade‑offs to business and technical audiences, influencing decision‑making through data‑driven storytelling. You will also use advanced methods for monitoring, detection, and continuous improvement via AI. What You Bring Demonstrable ability to independently identify and solve complex problems, driving them from discovery to measurable impact. Good experience in data analysis on large-scale datasets, including identifying patterns, anomalies, and root causes. Ability to translate ambiguous business challenges into structured analytical approaches and actionable solutions. Solid understanding of risk domains such as fraud, abuse, buyer/seller behavior, payments, or operational risk. Advanced SQL skills and experience with data manipulation and optimization. Proficiency in Python for data analysis, automation, or ETL workflows. Experience with data visualization tools (e.g., Tableau, Grafana) to communicate insights effectively. Experience using AI/ML-based tools or signals for monitoring, anomaly detection, or decision support. Strong ability to define metrics, build monitoring frameworks, and evaluate impact through data and experimentation. Superb communication skills in English, with the ability to explain complex topics to both technical and non‑technical audiences. Experience presenting insights and recommendations to business partners, translating complex analysis into clear, actionable narratives. What Would Be a Benefit Experience in e‑commerce, marketplaces, or Trust & Safety / Risk environments. Hands‑on experience with fraud detection, payments risk, seller risk, or logistics/shipping risk. Familiarity with machine learning concepts and applying model outputs in real‑world decision‑making. Experience designing or improving risk rules, policies, or decision systems. Background in building or maintaining data pipelines and data infrastructure. This ensures employees receive accurate training and are aligned with organizational goals and milestones. Within the Investigations, Threat Management, and Governance (ITMG) team, the Manager of EMR Governance & M&A Integration occupies an essential leadership role. This team directs all governance operations, and this position ensures governance frameworks remain effective, compliant, and applied consistently across EMR. Along with governance duties, this role collaborates closely with the Head of Global Crisis Resources (GCR) to guide mergers and acquisitions (M&A) integration efforts. The position takes a key role in crafting integration strategies and budgets. It also coordinates cross‑functional implementation and ensures acquisitions align fully with EMR's operational and security standards and encourage the business. This role is central to ensuring EMR functions with robust governance, transparent accountability, and scalable integration methods. By coordinating governance and M&A integration within a unified strategy, this position directly supports the safety, security, and operational efficiency of eBay's global environment. This role manages one Alternative Workforce and serves as a critical connector across EMR, driving alignment, accountability, and operational excellence. Key Responsibilities Governance & Compliance Guide EMR's governance framework within the ITMG organization, ensuring all policies, standards, and SOPs are current, approved, compliant, accessible to all employees, reviewed, and acknowledged. Develop and maintain governance processes to track compliance with mandated trainings. Ensure governance materials are consistently updated, communicated, and enforced across EMR. Maintain visibility through dashboards and reporting mechanisms. Perform yearly audits within EMR to verify that the policies and standards are being adhered to. Serve as a touchpoint for the eBay audit team when they are conducting audits. Identify gaps in existing policies and procedures and build solutions to address them. Evolve the current enterprise Insider Threat Program, as appropriate. Support cross‑functional rollout of new tools, ensuring alignment across collaborators and competing priorities. Develop and implement a law enforcement and community engagement program. Mergers & Acquisitions Integrations Collaborate closely with the Head of Global Crisis Resources (GCR) regarding M&A integrations to formulate strategies and timelines for incorporating recent acquisitions. Support budget planning efforts related to integrations. Collaborate across EMR to provide the relevant information and gather needed information to ensure timely EMR responses. Participate in cross functional working groups representing EMR. Attend and drive alignment in integration meetings. Qualifications Experience in governance, risk management, security operations, or enterprise program management. Demonstrated experience guiding or assisting mergers & acquisitions integration initiatives. Strong understanding of policy development, compliance frameworks, and training programs. Demonstrated ability to lead complex, cross‑functional initiatives. Excellent communication, collaborator management, and organizational skills. Experience working in global, matrixed environments.
