Work is performed with considerable independence in accordance with standard departmental policies and procedures with review through reports and conferences by the department head. Works closely with neighborhood and civic organizations in the planning and development of municipal projects and parkland improvements. Coordinates all lake and pond restoration projects city-wide, primarily as it relates to park department wetlands. Confers regularly with department heads, municipal officials, government and business representatives, and divisional heads to provide advice and assistance on matters of departmental concern, problems, services and interdivisional operations. Works on all environmental issues that may arise prior to and during project implementation, filing of necessary permits with the local Conservation Commission. Represents the department at public hearings relative to permitting. Maintains positive working relationships with federal and state funding sources, and the research, organization, application and administration of federal and state grants for the department. Supervises and participates in the preparation of special graphic materials for the department.   • Position Purpose/Summary Responsible for intake, eligibility verification, resident coordination, managing tenant relocation, review and approval of invoices, maintenance of files and databases, program outreach and coordination of storage and/or special needs for housing and Community Development Programs. Work is performed under the supervision of the Deputy Development Officer for Housing, Community Development and Neighborhoods. No supervision is exercised over other employees. Essential Functions Responds to public inquiries and questions regarding programs and eligibility. Maintains program waiting lists. Assists property owners, tenants and program applicants to complete program applications and with obtaining documentation necessary for income certification and determination of program eligibility. Intakes and qualifies individuals for eligibility for departmental programs, including income certifications in accordance with HUD guidelines, and refers eligible applicants to program manager for implementation. Interprets and review engineering plans, plot plans and other related documents for compliance with sign design/permits and construction regulations. Review fence, sign, motor vehicle license (Class I, II, ifi), Pa Brokers, Pool Table, Second Hand Dealers, Gun Shop Licenses, applications and Special Permit conditions which have been granted or denied by the City Council of Springfield. Although new and unusual problems may be referred to a superior for advice and assistance, work is ordinarily performed independently in the field and decisions made require considerable technical discretion and judgment. Essential Functions Examines and passes upon plans and specifications in connection with applications for permits for the erection, alteration, repair, removal and demolition of buildings for conformity with legal requirements. Advises builders, owners, architects, engineers, and lawyers on construction problems, and interprets codes, laws and regulations. Inspects buildings in the process of construction, alteration, or repair for compliance with building and zoning regulations as to location, soil, foundations, framing or superstructures, readiness-to-lath, quality of materials and workmanship and conformity of the entire structure with approval plans. Periodically inspects old and potentially dangerous structures, which may be subject to condemnation, especially for fire and other hazards. Inspects places of assembly and public buildings for structural condition, use, occupancy, fire protection and alarms, regular and emergency lighting, and adequacy and freedom from obstructions and hazards of exits, passageways, and fire escapes. Investigates complaints and obtains evidence as to building and zoning violations, or other dangerous or unsanitary conditions.
